Dr. Dilip Boralkar is well known environmental scientist of national and international repute. He is recipient of “Environmental Leadership Award” from USAID/ USAEP (2005). Paryawaran Bhushan” award from the Environmental Club of India, Pune, and Regional Office of Maharashtra Pollution Control Board (2014). Nomination for Indira Priyadarshani Award of the MoEF.
Dr. Boralkar possesses 49 years of experience in pollution control & environment protection. Dr. Boralkar is widely recognized for his successful tenure as the Member Secretary (CEO) of Maharashtra Pollution Control Board, that was marked with enhanced transparent functioning, efficiency in terms of pollution control and promoting common infrastructure for environmental protection. Supreme Court Monitoring Committee (CWP657 of 1995) rated MPCB as No.1 Board in India during the tenure of Dr. Boralkar as MS.
Dr. Boralkar served in Central Pollution Control Board for about two decades and held important positions there in including that of the Assistant Secretary & Sr. Scientist. He was Member of High-Powered Committee (1997-2003) and Monitoring Committee (2003-2007) appointed by the Supreme Court of India in the matter of CWP 657/1995 on Management of Hazardous Wastes in India. Dr. Boralkar has been Member of the Indian Delegation (deputed by the Ministry of Environment & Forests) to the Basel Convention on Management of Hazardous Wastes.
Dr. Boralkar has been Member of several other high-level technical expert committees appointed by the State Government, Central Government, High Court, and the Supreme Court of India. He also served as Member Secretary of Maharashtra Coastal Zone Management Authority and Invitee on the Board of Maharashtra Industrial Development Corporation while being MS of MPCB. Recently, Dr. Boralkar is nominated as Expert Member of Technical Review Committee under Hazardous and Other Wastes (M&TM) Rules, 2016 constituted by the MoEF&CC, Govt. of India for the period April, 2025 to march, 2028.
Dr. Boralkar holds Ph.D. degree in Environmental Sciences from Mumbai University (1979) and has about 48 research publications to his credit. He is also author of a book on “Waste Minimization" - A training Manual. The S.P. Pune University Recognized Dr. Boralkar as Ph.D. Guide and invited him to be the Adjunct Professor at Department of Environmental Sciences. Presently, Dr. Boralkar Free Lance Senior Scientist providing multidisciplinary independent knowledge based-professional services in the field of pollution control and environmental protection. Recently, Dr. Boralkar has been bestowed with Award for 50 years of Distinguished Service for the Environment Protection by ILZDA.
