Dr. Dilip B. Boralkar obtained his Ph.D. from Mumbai University in 1979 on the subject of assessment of air pollution impacts. He started his career in 1978 as a Lecturer at Science College, Karad, affiliated with Shivaji University. Here he established the Department of Environmental Science under the auspices of the University Grants Commission
Dr. Dilip B. Boralkar obtained his Ph.D. from Mumbai University in 1979 on the subject of assessment of air pollution impacts. He started his career in 1978 as a Lecturer at Science College, Karad, affiliated with Shivaji University. Here he established the Department of Environmental Science under the auspices of the University Grants Commission.
 
Dr. Boralkar worked in the Central Pollution Control Board (CPCB) from 1982-2008 (26 years). He held positions at different levels within the organisation and was also posted at its regional offices located at Delhi, Goa, and Vadodara.
 
He has in-depth experience of 34 years of working within State level and Central level regulatory agencies dealing with multidisciplinary fields of environment protection such as pollution control, survey and assessment, etc.  He has 45 research publications to his credit and is author of book “Waste Minimisation – A Training Manual.
 
Dr. Boralkar has been a member of the Indian Delegation (deputed by the Ministry of Environment & Forests) to the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes during the period 1997-2003. He has also been a Member of several high level technical expert committees appointed by the State Government, Central Government, High Court and the Supreme Court and made significant contributions while serving on these assignments.
 
Dr. Boralkar was on deputation from CPCB to the Maharashtra Pollution Control Board (MPCB) as Senior Scientific Officer, In-charge of the Central Laboratory from 1993-1996 and again as its Member Secretary (CEO) from 2003-2007. His tenure as Member Secretary of MPCB was eventful with several quantitative and qualitative achievements in pollution control and environment protection. His innovative approach, transparent manner and tough administration increased the efficiency of the Board in terms of reduced pollution and increased revenues. Dr. Boralkar promoted public-private partnerships in the creation of infrastructure relating to environmental protection, notably Common Effluent Treatment Plans, Treatment, Storage & Disposal Facilities for industrial hazardous wastes and Bio Medical Wastes and common facilities for environmentally sound management of municipal solid waste. He laid emphasis on dissemination of information through publications, website and print & electronic media. He encouraged people’s participation in pollution control activities and initiated programmes on environmental improvements in a proactive manner.
 
The work of Dr. Boralkar in the MPCB was appreciated by the Supreme Court and by the Mumbai High Court as well. The Supreme Court Monitoring Committee (SCMC) ranked the MPCB as the No.1 Board in the country in terms of implementation of the Court’s orders.
 
The USAID and USAEP bestowed their “Environmental Leadership Award” for 2005 on Dr Boralkar for his notable environment protection work. Under his leadership, MPCB was also nominated for the Indira Gandhi National Paryavaran Puraskar for 2006.
 
In November 2008, Dr. Boralkar (55 years) has taken premature retirement from CPCB.  Presently, he is Free Lance Senior Scientist and Professional Counsel for Environment Protection. He is also engaged in agricultural farming at Aurangabad and Borala Village ( Dist. Hingoli ) in Marathwada Region.
